Section 107 (a). Appeals. (a) Any person receiving written notice from the Director of Housing Services and Community Development or his representative, of deficiencies of property under this Code may within fifteen (15) days following the date of such notice, enter an appeal in writing to the Housing Board of Adjustments and Appeals. Such appeals shalt state the location of the property, the date of the notice of violations, and the number of such notice. The appellant must state the variance or modification requested, the reason therefor, and the hardship or conditions upon which the appeal is made. No appeal filed later than fifteen (15) days after the date of such notice shall be acted upon by the Housing Board of Adjustments and Appeals, unless the Director of Housing Services and Community Development shall consent thereto. Section 17-20. Rules, Regulations for Administration, Enforcement of Article. The Director of Housing Services and Community Development, with the approval of the Housing Board of Adjustments and Appeals, may make and adopt such rules and regulations as may be necessary for the administration and enforcement of this Article. Such rules and regulations shall not be in conflict with or an enlargement of any of the provisions of this Article. It shall be unlawful ~or any person to fail, neglect, or refuse to comply with such rules and regulations so adopted. The term "Director" as used in this Chapter shall refer to the Director of Housing Services and Community Development. Section 17-22. Procedure for Abatement of Nuisance. Notwithstanding any of the provisions of this Article, whenever in the judgment of the Director of Housing Services and Community Development there exists upon any land or premises or in any dwelling unit any condition that constitutes a nuisance or menace to health that should be remedied, abated or removed ~mmediately, the Director may proceed in accordance with the provisions of Sections 16-26 and 16-27.
