Section 23-387. Mirrors. <br /> <br /> (c) Notwithstanding the provisions of subsection (b) <br />of this section, no motor vehicle which either has no rear <br />window, or which has a rear window so obstructed as to pre- <br />vent rearward vision by means of an inside rear view mirror, <br />shall be required to be equipped with an inside rear view <br />mirror, if such motor vehicle has horizontally and vertically <br />adjustable outside rear view mirrors installed on both sides <br />of such motor vehicle in such a manner as to provide the <br />driver of such motor vehicle a rearward view along both sides <br />of such motor vehicle for a distance of not less than two <br />hundred feet (200'). <br /> <br />Section 23-388. Rear fenders, flaps or guards required for <br /> certain motor vehicles. <br /> <br /> (a) No person shall operate upon .a highway any motor <br />vehicle or combination of vehicles having a licensed gross <br />weight in excess of forty thousand (40,000) pounds which <br />motor vehicle or com~ination of vehicles is not equipped <br />with rear fendersr flaps or guards which shall be of such <br />size as will substantially prevent the pro3ection of rocks, <br />dirt, water or other substances to the rear. Vehicles used <br />exclusively for hauling logs and tractor trucks shall be <br />exempt from the provisions of this section. <br /> <br /> (b) "Gross weight" for the purpose of this section <br />includes the load upon such motor vehicle or combination of <br />vehicles. <br /> <br />Section 23-389. Signs on windshields, etc. <br /> <br /> It shall be unlawful for any person to operate any <br />motor vehicle upon a highway with any sign, poster or other <br />nontransparent material upon the front windshield, sideshields <br />or rear windows of such motor vehicle other than a certificate <br />or other paper required to be placed by law or which may be <br />permitted by the superintendent. The size and placement loca- <br />tion of stickers or decals used by the city in lieu of license <br />plates shall be in compliance With regulations promulgated <br />by the superintendent; at the option of the motor vehicle's o~ner, <br />such stickers shall be affixed ~ither at the upper edge of <br />the center of the windshield or at some other place which may <br />be designated by the Superintendent. <br /> <br /> (b) Notwithstanding the provisions of subsection (a) of <br />this section, whenever a motor vehicle is equipped with a <br />mirror on each side of such vehicle, so located as to reflect <br />to the operator of such vehicle a view of the highway for <br />a distance of not less than two hundred feet to the rear of <br />such vehicle, any or all of %he following shall be lawful: <br /> <br /> <br />
