Section 23-469. "Date assessment and collection to begin; <br /> display of license plate; s%icker,~ or decal~ <br /> <br /> The commissioner of the revenue s~all begin to assess <br /> and collect the license taxes imposed under this Article on <br /> January first of each year and shall issue %o each person <br /> paying such taxes a license plate which must "be permanently <br /> affixed to and displayed on either the front or rear of the <br />~motor vehicle and attached to the state license or a license <br /> decal'or sticker which must be permanently affixed %o and <br /> displayed on the inside front windshield of the subject <br /> automobile. ' ~ <br /> <br /> Section 23-480. Operation of vehiclewithout license', <br /> sticker, or decal.; failure to display,' <br /> evidence of operation by owner, punishment. <br /> <br /> (a) Any personwho operates, or any owner wSo permits <br /> to be operated, a motor vehicle, trailer, or semitrailer..upon <br /> the streets without first procuring license plates, sticker, <br /> or decal required by this Article shall be. guilty of a Class <br /> 4 misdemeanor. <br /> <br /> (b) The finding of any vehicle on any of the streets, <br /> alleys,~ lanes, or public places of %he City, without proper <br /> license plates, sticker, or decal attached thereto, shall be <br /> prima facle 'evidence that such vehicle was operated in the <br /> City by the owner thereof. <br /> <br /> (~ ~t'shall be the duty of police officers to attach <br />to vehicles not displaying license plates, sticker, or decal, <br />notice 'of the violation of this section. Such notice shall <br />instruct the owner to report to the clerk of the general <br />district court, traffic division of the city, in regard to <br />such violation. Each such owner may/within seventy-two <br />~72) hours of the time when such notice was attached %o such <br />vehicle,, pay to the clerk a penalty in the sum of ten dollars <br />'($10.00). The failure to pay said penalty within seventyr <br />two (72) hours shall be cause for a warrant %o be issued <br />pursuant to ~23-21 of this Article. <br /> <br /> If, after the issuance of a license plate, sticker, or <br />decal and same has been lost or stolen, the penalty for operating <br />a motor Vehicle without a license plate, Sticker, or decal <br />shall be three dollars ($3.00) if paid within seventy-two <br />(72) hours of the time a notice of violation is attached~%o <br />the motor vehicle in violation. The failure topay said <br />penalty within seventy-two (72) hours shall be cause for a <br />~warran% to be issued pursuant to ~23'21.1 of this Article. <br /> <br />16 <br /> <br /> <br />
