Section 23-105. <br /> <br />Maximumapeed limit eStablished; placement, <br />removal of s. igns, ~lgnal in school zones; <br />authority of city ~anager to increase, reduce <br />speed limits. <br /> <br /> (b) Notwithstanding the provisions of subsection (a) of <br />this section, the city. manager, may decrease the speed, limits <br />set forth in paragraphs ~1) through (3~ of subsection (a) <br />of this section and may increase or decrease the speed limits <br />set forth in paragraphs (6) through (8) of subsection (a) of <br />this section; and he may establish differentiated speed limits <br />for daytime and nightime by decreasing 'for nightime driving <br />the speed limits set forth in paragraphs (1) through (3) of <br />subsection (a) of this section and by increasing for daytime <br />or decreasing for nightlme 'the speed limits set forth in <br />paragraphs (6} through ('8) of subsection (a) of this section. <br />Such'increased or decreased speed limits and such differentiated <br />speed limits for daytime and nightime driving shall be effective <br />only when prescribed after a traffic engineering and traffic <br />investigation and when indicated upon the highway by signs° <br /> <br /> (c) Any person violating this section'shall be guilty of <br />a traffic infraction and upon conviction shall be punished as <br />provided in section 23-1.1 of this Chapter. <br /> <br />Section 23-110. Applicability of division to emergency <br /> vehicle. <br /> <br /> (a) The speed limitations set forth in this Chaoter shall <br />not apply to vehicles when operated with due regard f~r safety <br />under the direction of the police in the chase or apprehension <br />of violators of the law, or of persons charged with or suspected <br />of any such violations, or in response to emergency calls, or <br />in testing the accuracy of the radio microwave or other <br />electrical devices specified in ~46.1-198 of the Code of Virginia, <br />nor to fire department vehicles when traveling in response to <br />an emergency call, nor to ambulances and rescue vehicleswhen <br />traveling in emergencies outside the 'corporate limits of <br />cities and towns. <br /> <br /> (b) These exemptions, hereinbefore granted to such'a <br />moving vehicle, shall ap~ly only when the operator of such <br />'vehicle displays ~ ~lashin~, bl±nk~ng or ~lte~nat±ng re~ light <br />or red and white l~ghts., And sounds, a siren; beI~l, exhaust <br />whistle, or air horn designed to gi~e automatically interm- <br />ittent signals, as ~ay be reasonably necessary, and, only when <br />there ~s in force and effect for such vehicle either <br />standard automobile llab~lity, insurance covering ±njury or <br />death to anyI one person In the sum of at least one hundred <br /> <br />9 <br /> <br /> <br />
