his designated representatives. Application for such annual permit shall be accompanied by a check in the amount of twenty-five dollars ($25.00) payable to the City of Portsmouth. (b) Once filed, an application will be forwarded for review to the applicable City departments, including but not limited to, the Department of Finance, Building Official, Fire Department, Commissioner of the Revenue, and City Attorney. Regulations and other conditions shall have been met for both the organization making application and for the building specified by the organization as the location where bingo games and/or raffles will be held. Comments from the various City departments will be directed to the City Attorney. The City Attorney shall review said comments and verify information supplied by the applicant before forwarding a recommendation to the City Manager. The City Manager or his designated representative may require an organization to produce such additional information as may be necessary to complete the investigation. (c) Raffles having prizes valued at less than fifty dollars ($50.00) in cash or merchandise shall not be required to obtain a permit as herein stipulated. Section 21-54.2. Issuance of permit by City Manager; duration. (a) Upon compliance by the applicant organization with all requirements the City Manager shall, ahd is hereby authorized to, issue an annual bingo or raffle permit, or a special bingo permit. All annual permits shall be valid fo~ the remainder of the calendar year and all permits, regardless of when issued, shall expire on December 31st of each calendar year. The permit shall state the dayls), time(s) and place the bingo game or raffle may be conducted. No organization shall conduct a bingo game or raffle other than as shown on the permit. (b) It shall be unlawful for a bingo game or raffle to be conducted prior to issuance by the City Manager of the permit described in paragraph (a) above. Said permit shall be available at the premises at which a bingo game is conducted or a raffle drawing is held at all times during the course of such game or drawing. (c) Ail permits issued pursuant to this Division shall be subject to the provisions of any amendments made to this Division and/or the above-referenced Article of the Code of Virginia.
