AN ORDINANCE TO AMEND CHAPTER 21 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, 1973, AS AMENDED, BY AMENDING <br />SECTION 21-54, AND BY ADDING TO SAID CHAPTER DIVISION <br />1.1, PERTAINING TO BINGO AND RAFFLES. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That Chapter 21 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended by amending <br />§21-54~ and by adding to said Chapter Division 1.1, such <br />amended section and new Division to read as follows: <br /> <br />DIVISION 1.1. Bingo and Raffles <br /> <br />Section 21-54. Exception as to bingo games and raffles <br /> conducted by certain organizations. <br /> <br /> (a) Nothing in this Article shall apply to a <br />game or raffle conduc5ed in accordance with the <br />provisions of Article 1.1, Chapter 8 of Title 18.2, <br />§18.2-340.1 through ~18.2-340.14, Code of Virginia, <br />1950, as amended. <br /> <br />bingo <br /> <br /> (b) There is hereby adopted by the Council of the <br />City of Portsmouth for the purpose of establishing rules <br />and ~egulations for the cenduct of bingo games or <br />raffles, Article 1.1, Chapter 8, Title 18.2, ~18.2-340.1 <br />through §18.2-340.14, Code of Virginia, 1950, as <br />amended, and the same is hereby adopted as fully as <br />if set out at length herein and the provisions hereof <br />shall be controlling within the corporate limits of the <br />City. <br /> <br /> (c) Whenever any organization shall have been <br />granted a permit to conduct a bingo game or raffle in <br />accordance with the provisions of Article 1.1 of Chapter <br />8 of Title 18.2 of the Code of Virginia and this <br />Division, such permit shall be subject to the provisions <br />of this Division in addition to any other requirements <br />imposed by law. <br /> <br />Section 21-54.1. Annual permit required; application <br /> fee. <br /> <br /> (a) Prior to the commencement of any bingo game or <br />raffle by a qualified organization as is defined in the <br />above-referenced Article of the Code of Virginia, such <br />organization shall be required to file an application <br />with the City Manager of the City of Portsmouth on forms <br />provided for such purpose by the City Manager and to <br />have obtained an annual permit f~om the City Manager. <br />Such permit shall be granted after a reasonable <br />investigation has been conducted by the City Manager or <br /> <br /> <br />
