AN ORDINANCE TO APPROPRIATE $100,000. FROM THE CAPITAL <br />IMPROVEMENT FUND FOR THE CIVIC ARTS PROGRAM. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia, that the sum of One Hundred <br />Thousand and 00/100 ($100,000.)
