AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTIONS 29-64 AND 29-66 <br />THEREOF, PERTAINING TO PRIVATE DETECTIVES AND PRIVATE <br />DETECTIVE AGENCIES. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That SECTIONS 29-64 AND 29-66 of the Code of the <br />City of Portsmouth, Virginia, 1973, be amended to read as <br />follows: <br /> <br />Section 29-64. <br /> <br />Investigation by Chief of Police; <br />Issuance or Denial of Permit. <br /> <br /> The Chief of Police shall investigate promptly each <br />such application made to him, and if he finds: <br /> <br /> (a) That the individual or the members of the <br />association, firm or partnership or the officers of the <br />corporation applying for the permit are of good moral <br />character; and <br /> <br /> (b) That the individual, the members of the <br />association, firm or partnership or the officers of the <br />corporation, as the case may be, have never been convicted <br />of a felony or of a misdemeanor directly related to the <br />occupation or have never violated any regulations directly <br />related to the occupation; and <br /> <br /> (c) That the individual, association, firm, <br />partnership, or corporation has been registered and <br />licensed by the Commonwealth of Virginia to do private <br />investigative or detect~ve work; <br /> <br />he shall grant the permit; otherwise, he shall refuse the <br />permit. <br /> <br />Section 29-66. Permit suspension or revocation. <br /> <br /> The Chief of Police at any time, after giving at least <br />five (5) days written notice and opportunity to be heard to <br />the permittee, may suspend for such length of time as he <br />may deem proper or revoke any permit which he has granted <br />under the provisions of this article for any of the <br />following causes: <br /> <br /> (a) Fraud or misrepresentation by the permittee in <br />the procurement of the permit. <br /> <br /> <br />
