1986-100 <br /> <br />AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTIONS 39-1 AND 39-'~.pERTAINING <br />TO WEEDS AND DEBRIS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 39-1 of the Code of <br />Portsmouth, Virginia, 1973, be amended as <br />debris to read as follows: <br /> <br />the City of <br />to the definition of <br /> <br />Section 39-1. Definitions. <br /> <br /> Debris: Dead or dying standing weeds, trash, junk, <br />discarded or abandoned parts of vehicles, appliances or <br />machinery, or any other material or substance which may <br />provide a harbor for snakes or rats or anything or any <br />condition which may be a fire menace or breeding place for <br />mosquitoes, give off obnoxious or offensive odors, or endanger <br />the health or safety of the residents of this City. <br /> <br /> 2. That 39-2 of the Code of the City of Portsmouth, <br />Virginia, 1973, be amended and reordained pertaining to weeds <br />as follows: <br /> <br />Section 39-2. Weeds and debris prohibited. <br /> <br /> It shall be unlawful and shall constitute a nuisance for <br />the owner or occupant of any land or lot in the City to permit <br />any weeds to grow upon such land or lot to a height exceeding <br />ten inches within three hundred feet of any building or to <br />permit any debris to remain at any place upon such land or <br />lot. <br /> <br /> 3.
