AN ORDINANCE TO AMEND CHAPTER 23 OF THE CODE OF THE CITY <br />OF PCRTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS <br />23-1(a), 23-365, 23-375(e), 23-408(b) and (c), 23-520, <br />23-523 and 23-526 THEREOF AND BY ADOPTING SECTIONS <br />23-389(e), 23-520.1 and 23-523.1 PERTAINING TO MOTOR <br />VEHICLES AND TRAFFIC. <br /> <br /> BE IT ORDAINED Dy the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That Sections 23-1[a), 23-365, 23-375(e), <br />23-408(b) and (c), 23-520, 23-523 and 23-526 be amended <br />to read as follows: <br /> <br />Section 23-1. Definitions. <br /> <br /> (a) The words and phrases used in this chapter <br />shall, for the purposes of this chapter, have the <br />meanings respectively ascribed to them in § 46.1-1 of <br />Chapter 1 of Title 46.1 of the Code of Virginia, 1950, <br />as amended and effective March 7, 1986, except in those <br />instances where the context clearly indicates a <br />different meaning. <br /> <br />Section 23-365. Other permissible lights; police and <br /> fire department vehicles, emergency <br /> vehicles, etc. <br /> <br /> Any motor vehicle ~ay be equipped with no more than <br />two (2) fog lamps, one passing lamp, one driving lamp, <br />two (2) side lamps of not more than six (6) candlepower; <br />interior light of not more than fifteen (15) <br />candlepower; vacant or Jestination signs and one <br />steady-burning, white lamp fox the nighttime <br />illumination of exterior advertising, emitting a <br />diffused light of such an intensity as not to project a <br />glaring or dazzling light on vehicles operated as public <br />carriers, and signal lamps. <br /> <br /> Only fire apparatus, forest warden vehicles, <br />ambulances, rescue and lifesaving vehicles, those <br />vehicles listed in paragraph (a) of this section, and <br />school buses may be equipped with flashing, blinking or <br />alternating ~ed or red and white emergency lights of a <br />type approved by the Superintendent. Only law <br />enforcement vehicles may be equipped with flashing, <br />blinking or alternating blue or blue and red emergency <br />lights of types approved by the Superintendent. <br />Vehicles permitted by this section to be equipped with <br />flashing, blinking or alternating red, red and white, <br />blue or blue and red emergency lights may be equipped <br />with the means to flash their headlamps when their <br /> <br /> <br />
