from the restricted release of storm waters into the city street or right-of-way while: (a) Using in the calculations, coefficient for a parking lot paved nonporous Bituminous concrete; and a storm water run off in its entirety with (b) Detaining all storm waters up to a minimum storm of five (5) year frequency with a controlled release into the city right-of-way of only those quantities that would result from a storm of a two-year frequency with the site in its undeveloped state. Criteria for a hazardous condition includes, but is not limited to, the exceeding of an eight-foot spread of storm water in a curbed street for a two-year s5orm frequency at the nearest down-stream inlet. 5. That Section 40-48 (4) (a) (i) of the Code of the City of Portsmouth, Virginia, 1973, be amended to read as follows: Section 40-48. General requirements for parking lots. (4) Dimensional requirements: (a) The city engineer may grant ~ single exception from the dimensional requirements set out in this section if he deems such exception is necessary to prevent a demonstrable hardship upon the property owner or is in the best interest of public safety. If more than one exception is sought, the Planning Commission must approve such exception. Otherwise, the following minimal dimensional requirements shall be observed: (i) No driveway sha~l exceed th'irty-five (35) feet in width at the property line, nor fifty (50) feet at the curb line. The minimum width for a two-way driveway entrance is twenty-four (24) feet. The minimum width for a one-way driveway entrance is fifteen (15) feet. 6. That this ordinance shall take effect on the date of its adoption. Adopted by the Council of the City of Portsmouth, Virginia, at a meeting held June 9, 1987. Teste: City Clerk
