4. That Section 40-48 (3) (a), (b), and ~(c) (i) of the <br />Code of the City of Portsmouth, Virginia, 1973, be amended to <br />read as follows: <br /> <br />Section 40-48. General requirements for parking lots. <br /> <br />(3) Construction requirements for improvements: <br /> <br /> (a) Improvements shall consist of parkway curb <br />or curb and gutter around the entire perimeter of the parking <br />lot, and seven (7) inch thick concrete aprons from property <br />line to curb or edge of street pavement not to exceed fifteen <br />(15) feet in length measured from the edge of street <br />pavement. Improvements shall also include curb and gutter <br />with necessary street widening and sidewalks along all street <br />frontage to the adjoining property and the installation of <br />drainage pipe in ditches. For the expansion of existing <br />parking lots, the city engineer may grant an exception from <br />the construction requirements of ~40-48 (3) (a) if he deems <br />such exception is necessary to prevent a demonstrable hardship <br />upon the property owner, based on the ~elative size of the <br />expansion. The off-site drainage requirements of ~33-56 of <br />the Code of the City of Portsmouth, Virginia shall apply to <br />these developments. <br /> <br /> (b) Bituminous concrete or Portland cement <br />concrete shall be installed for all street improvemenss and <br />widening and shall be designed and installed subject to the <br />approval of the city engineer according to the street <br />classification and use. All parking facilities shall be paved <br />with Bituminous concrete or Portland cement concrete. The city <br />engineer may require paving surfaces and/or construction <br />techniques which minimize surface storm water run off in areas <br />where it is deemed necessary. The developer may select <br />precast interlocking blocks, porous~type asphalt paving, <br />detention basins, or other methods approved by the city <br />engineer. All drainage calculations for parking areas shall <br />utilize, as a minimum, storm water run off co-efficients for <br />the parking lot as if paved,~in its entirety w~th nonporous <br />Bituminous concrete. In M-1 and M-2 industrial zones, storage <br />lots and service areas away from street frontage will not <br />require paving or sealing as long as same does not result in <br />dust, dirt, sand, gravel and similar materials being deposited <br />or tracked on public streets or rights-of-way. <br /> <br /> <br />
