motor vehicle owner whose vehicle is towed, recovered, or <br />stored without his consent. <br /> <br />Section 23-233. Authorized. <br /> <br /> The chief of police or any police officer appointed by <br />him is hereby authorized and directed to remove or cause to <br />be removed, under any of the following circumstances, any <br />motor vehicle, trailer or semitrailer from any street or <br />public ground to the city pound to be designated by the <br />city manager and to be there held as hereinafter provided: <br /> <br /> (a) When any motor vehicle, trailer or semitrailer is <br />found on the streets or public grounds of the city <br />unattended by the owner or operator and such vehicle, <br />trailer or semitrailer constitutes a hazard to traffic or <br />is parked in such a manner as to be in violation of law. <br /> <br />Section 23-365. <br /> <br />Other permissible lights; police and fire <br />department vehicles, emergency vehicles, <br />etc. <br /> <br /> Any motor vehicle may be equipped with no more than <br />two (2) fog lamps, one passing lamp, one driving lamp, two <br />(2) side lamps of not more than six (6) candlepower; <br />interior light of not more than fifteen (15) candlepower <br />and signal lamps. <br /> <br /> Commercial vehicles as defined ~n section 52-8.4 of~ <br />the Code of Virginia, 1950, as amended, buses operated as <br />public carriers and taxicabs, as defined in section 56-273 <br />of the Code of Virginia, may be equipped with (i) vacant or <br />destination signs and (ii) one steady-burning, white lamp <br />for the nighttime illumination of exterior advertising, <br />emitting a diffused light of such an intensity as not to <br />project a glaring or dazzling light on vehicles operated as <br />public carriers, and signal lamps. <br /> <br /> Only fire apparatus, forest warden vehicles, <br />ambulances, rescue and lifesaving vehicles, those vehicles <br />listed in paragraph (a) of this section, and school buses <br />may be equipped with flashing, blinking or alternating red <br />or red and white emergency lights of a type approved by the <br />Superintendent. Only law enforcement vehicles may be <br />equipped with flashing, blinking or alternating blue or <br />blue and red emergency lights of types approved by the <br />superintendent. Vehicles permitted by this section to be <br />equipped with flashing, blinking or alternating red, red <br />and white, blue or blue and red emergency lights may be <br />equipped with the means to flash their headlamps when their <br />emergency warning lights are activated if; (i) the <br />headlamps are wired to allow either the upper beam or lower <br />beam to flash, but not both, and (ii) the headlamp system <br />includes a sensor which prevents flashing of headlamps when <br /> <br /> <br />
