from federal or state grants.} <br /> <br />All developments shall, where considered feasible <br />by the City Engineer, provide retention and mass <br />detention facilities to reduce the additional <br />drainage flow To all existing drainage systems <br />where sufficient land exists to permit these <br />facilities and/or where needed to permit proper <br />utilization Of existing and proposed drainage <br />facilities. <br /> <br />Approval by the City Engineer will not release the <br />liability of the developer from the requirements of <br />s safe and functional design. <br /> <br />The City shall comply with The <br />conditions of Virginia Code <br />through 485 (1950, as amended). <br /> <br />express terms and <br />Sections I5.1--~66 <br /> <br />33-3~ MINOR SUBDIVISION STANDARDS <br /> <br />The Planning Director may certify a subdivision or <br />resubdivision as a "minor mubdivision" if he finds <br />that: <br /> <br />(1) The subdivision meets the definition of minor <br />subdivision" set forth in Chapte~ 33, Article II of <br />this Cod~ and existing facilities will adequately <br />accommodate the-modification; and <br /> <br />(2) The proposal meets all requirements with <br />respect to lot sizes and area of the zoning <br />ordinance, and of this chapter, and that the said <br />proposal will not crea~e ~ violation of any Of the <br />provisions of the zoning ordinance; and '~ <br /> <br />(3) The proposal will not adversely affect the <br />development of the remainder of the parcel or of <br />any other adjoining property. <br /> <br />(b] <br /> <br />If the planning director finds that the proposed <br />subdivision or resuDdivision meets all the <br />requirements as set forth above and e!mewhere in <br />this chapter, he shall certify the proposed plat as <br />a "minor subdivision" and by.affixing a notation to <br />that effect and his signature thereto, grant final <br />subdivision approval.
