AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS 2-138, 2-142, 2-154, 2-373, 2-390, 2-391 AND 2-392 THEREOF, PERTAINING TO THE DEPARTMENTS OF PUBLIC WORKS, ENGINEERING, TRAFFIC ENGINEERING, INSPECTIONS, GENERAL SERVICES, AND ENVIRONMENTAL SERVICES. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia, that Sections 2-138, 1-142, 2-154, 2-373, 2-390, 2-391 and 2-392 of the Code of the City of Portsmouth, Virginia, 1973, be amended to read as follows: ARTICLE VII. Department of Public Works DIVISION 1. Director Section 2-138. Appointment of Director. There shall De a Director of Public Works who shall be appointed by the City Manager and shall be subject to his direction and control. The Director of Public Works shall have direct and immediate supervision over the Departments of Public Works, Engineering and Traffic Engineering, and shall also perform such other duties as may be assigned to him by the City Manager. DIVISION 2~. Department Generally Section 2-142. Powers and duties of Director. Subject to the supervision and control of the City Manager and subject to the provisions of this Code and other ordinances of the City, the Director of Public Wcrks shall be charged with the following: (a) The general management and control of the several bureaus, divisions and other units of the Department of Public Works; (b) Supervision of streets and storm sewers; the maintenance and repair of City (c) Report all encroachments and nuisances and maintain all necessary records and documents relative to the general management and control of the several bureaus, divisions and other units of the Department of Public Works. (d) Direct and immediate supervision over the Departments of Engineering and Traffic; (e) Such other powers and duties and may be assigned to the Director of Public Works by the City Manager.
