Section 2-266. Function of the Commission. <br /> It shall be the function of the Human Relations <br />Commission to foster mutual understanding and respect among <br />all social, racial, cultural, ethnic and minority groups in <br />the City and to seek solutions to problems concerning citizens <br />of the City with the object of providing an environment in <br />which each citizen has an equal opportunity to grow to his <br />maximum potential. <br /> <br /> Section 2-267. Duties of the Commission. <br /> IQ carrying out ~he assigned function, it shall be the <br /> duty of the Human Relations Commission to: <br /> (a) Advise and consult with the City Council on matters <br /> pertaining to its assigned function. <br /> (b) Encourage the cooperation of all community groups, <br /> both public and ~rivate, and engage in programs for the <br /> improvement of h~man relations and the fulfillment of human <br /> rights. <br /> (c) Aid in the formation of local community groups which <br /> will initiate and coordinate discussions between individual <br /> groups in order to lessen tensions and promote understanding <br /> in the community. <br /> <br /> (d) Conduct research to obtain factual data on the <br /> status and treatment of members of the protected classes for <br /> the purpose of developing the best means of improving human <br /> relations and of measuring effectiveness of programs <br /> established to eliminate discrimination in the community. <br /> (e) Conduct studies and hold hearings on social <br /> conditions that may cause discrimination on the basis of <br /> membership in a protected class. Gather and disseminate <br /> reliable information by issuing publications and reports of <br /> studies and research related to such discrimination. <br /> (f) Institute and conduct educational and informational <br /> programs with wide sectors of business, union, professions, <br /> agencies and organizations to promote equal rights and <br /> opportunities for all persons and to promote understanding <br /> among all persons. <br /> (g) Report its findings and recommendations on specific <br /> matters to the City Council at such times as the Commission <br /> deems it advisable, or, upon the request for such findings and <br /> recommendations by the City Council. In addition, render to <br /> City Council an annual written report concerning the <br /> Commission's activities during the year. <br /> <br /> <br />
