Section 40-!23(d). Certificate of Compliance. <br /> <br /> (d) The Committee shall not consider detailed designs, <br />interior arrangements or features of a building or structure <br />which are not subject to public view from a public street, <br />public way or other public place, and shall not make any <br />requirements except for purpose of preventing developments <br />incongruous to the historic aspects of the surroundings and <br />the Downtown District. The Cormnittee shall not consider the <br />construction of a ramp to serve the handicapped at any <br />structure or building in the Downtown District. <br /> <br /> 6. That Section 40-254 of the Code of the City of <br />Portsmouth be amended to read as follows: <br /> <br />Section 40-254. Petition for review of decision. <br /> <br /> Any zoning applicant or any other person who is aggrieved <br />by a declsloa of the Building Official made pursuan~ to the <br />provisions herein, may petition the City Council for the <br />review of the decision of the Building Official. All such <br />petitions for review shall be filed with the Building Official <br />and with the Clerk of the City Council within thirty days from <br />the date of the decision for which review is sought, and such <br />petitions shall specify the grounds upon which the petitioner <br />is aggrieved. <br /> <br /> 7.
