FROM THE CAPITAL <br />IMPROVEMENT FUND FOR FINAL SURVEYING AND ENGINEERING DESIGN <br />FOR BRIGHTON/SOUTH PORTSMOUTH DRAINAGE AND STREET <br />IMPROVEMENTS PROJECT, PHASE I. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia, that 5he sum of One Hundred Fifteen <br />Thousand and 00/100 (S115,000.)
