This use permit is approved subject to the following <br />conditions: <br /> <br /> (a) The applicant shall comply with all applicable <br />codes, ordinances, policies and regulations of federal, state <br />and local governments and shall obtain all necessary licenses <br />and permits. <br /> <br /> (b) The site development shall be in accordance with the <br />site layout plan dated May 5, 1989 and landscaping plan dated <br />July 12, 1989 filed with the Planning Department of the City <br />of Portsmouth, Virginia. <br /> <br /> 3.
