67 A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE HATTONSVILLE REDEVELOPMENT PLAN FOR THE HATTONSVILLE PROJECT. WHEREAS, this Council by resolution adopted October 27, -1981, approved a Redevelopment Plan for the Hattonsville Project, Portsmouth, Virginia; and WHEREAS, there has been presented to this body for consideration and approval, a copy of an amended Redevelopment Plan for the pro3ect area, which Plan consists of 10 pages and 2 exhibits (Amendment No. 1); and WHEREAS, Amendment No. 1. proposes to change the Land Use Plan to allow for additional residential and commercial reuse; and WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that said Amendment No. 1 is in the best interest of the City's renewal effort; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, creed, familial status, handicap, sex or national origin; and WHEREAS, in the judgement of this Council it is in interest of the City and its inhabitants that the said Amendment No. 1 be approved. the NOW, THEREFORE, BE IT RESOLVED by the Council of the City Portsmouth, Virginia: 1. That regarding Amendment No. 1, it is hereby found: (a) That the objectives of the Hattonsville Project, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment No. 1; (b) That Amendment No. 1 to the Plan for the project area meets the requirements of a plan for an urban renewal project under Title 36 of the Code of Virginia, 1950, as amended; and 2. That Amendment No. 1, having been duly reviewed and considered, is hereby approved and adopted and the City Clerk is hereby directed to file a copy of said Amendment No. 1 with the minutes of this meeting.
