Section 22-78. Tax on vehicles not designed or used for
<br /> transportation of passengers.

<br /> (a) Except as otherwise prov'ided, the license tax to be
<br />paid by the owner of a motor vehicle not designed and used for
<br />the transportation of passengers shall be ten dollars ($10.00)
<br />in addition to an amount to be determined by the gross weight
<br />of the vehicle or combination of vehicles or which it is a
<br />part, when loaded to the maximum capacity for which it is
<br />registered and licensed, according to the schedule of taxes
<br />herein set forth. For each one thousand (1,000) pounds of
<br />g~oss weight, or major fraction thereof, for which any such
<br />vehicle is registered and licensed , there shall be paid to
<br />the city, the tax indicated in the following schedule
<br />immediately opposite the weight group and under the
<br />classification established by the provisions of Section
<br />46.2-711(b) of the Code of Virginia into which such vehicle,
<br />or any combination of vehicles of whic~ it is a part, falls
<br />when loaded to the maximum capacity for which it is registered
<br />and licensed. The tax for a vehicle not designed or used for
<br />transportation of passengers, as prescribed herein, shall be
<br />twenty dollars ($20.00) if the gross weight is four thousand
<br />(4,000) pounds or less and twenty-five dollars ($25.00) if the
<br />gross weight is four thousand one (4,001) pounds through six
<br />thousand five hundred (6,500) pounds, and twenty-six dollars
<br />($26.00) for a motor vehicle with a gross weight of six
<br />thousand five hundred one (6,501) pounds through ten thousand
<br />(10,000) pounds.
