SECTION 2. SHORT TITLE. <br /> <br /> This ordinance shall be known and cited as the "City <br />of Portsmouth Cable Television Franchise Ordinance". <br />Within this document it shall also be referred to as "this <br />Franchise" or "the Franchise". <br /> <br /> SECTION 3. DEFINITIONS. <br /> <br /> For the purpose of this Franchise, the following <br />terms, phrases, words and their derivations shall have the <br />meaning given herein. When not inconsistent with the <br />context, words used in the present tense include the future <br />tense, words in the plural number include the singular <br />number and words in the singular number include the plural <br />number. The words "shall" and "will" are mandatory and <br />'~may" is permissive. Words not defined shall be given <br />their common and ordinary meaning. <br /> <br /> $.0~ "Basic Service- means any level of service which <br />includes the re~ransmission of local television broadcast <br />signals and the access channels required herein. <br /> <br /> $.02 "Cable Mile,, means a mile of cable bearing <br />strand, trench or conduit. <br /> <br /> 3.03 "Channel,, means a frequency band capable of <br />carrying either a standard video signal, a number of audio, <br />digital or other non-video signals, or some combination of <br />such signals. <br /> <br />-2- <br /> <br /> <br />
