(e) Restaurant shall mean any establishment designed and arranged to sell or offer for sale to customers any food or food products for consumption on the premises, regardless whether the food is prepared or cooked on or off the premises, and shall include restaurant facilities which are an integral part of a retail store, motel, hotel, catering establishment or other similar facility; (f) Retail store shall mean any establishment whose primary purpose is to sell or offer for sale to consumers, not for resale, any goods, wares, merchandise, articles or other things in all activities, operations and services connected therewith or incidental thereto. Retail stores shall not include food stores, hotels, motels, restaurants and those restaurant facilities which are an integral part of a retail store, motel, hotel, catering establishment or other similar facilities; (g) Smoking or to smoke shall mean the act of smoking or carrying a lighted or smoldering cigar, cigarette or pipe of any kind or lighting a cigar, cigarette, or pipe of any kind; (h) Shared work area shall mean any enclosed area on any premises owned or leased by the City of Portsmouth or the Portsmouth Public Schools and in which two or more employees are assigned to work for most of their work day, where such employees share common work spaces, equipment or facilities and where each employee is aware of or readily available to observe the activities of others taking place in his or her work area. Section 24-431. Smoking prohibited in certain public places. Except as otherwise provided in this Article, smoking shall be prohibited in the following public places: (a) Elevators in buildings generally used by and open to the public; (b) Waiting rooms, lobbies, wards, hallways and other public areas of health care facilities; (c) Any building owned or leased by the City of Portsmouth or the Portsmouth School Board and used for public purposes except in areas where smoking is permitted pursuant to the provisions of this Article; (d) Any art gallery, library, museum or similar cultural facility, supported in whole or in part with public funds;
