AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 40-48'(2), <br />40-55[5), 40-57, 40-67(a), AND 40-223 THEREOF, PERTAINING TO <br />CERTAIN ZONING FEES. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 40-82(2), 40-55(5), 40-57, 40-67[a), <br />and 40-223 of the Code of the City of Portsmouth, 1988, be <br />amended to read as follows: <br /> <br />Section 40-48. General requirements for Darking lots. <br /> <br /> (2) No building permit or certificate of occupancy shall <br />be issued until a site plan, prepared and stamped by a <br />professional engineer or land surveyor licensed in the <br />Commonwealth of Virginia, has been marked approved by the city <br />engineer. Such site plans shall contain elevations based upon <br />City of Portsmouth datum as furnished by the city engineer. A <br />fee of fifty dollars ($50~00) shall be paid to the city <br />treasurer to cover the costs of processing such site plan. <br />Unless the city engineer shall determine that some deviation <br />is necessary to prevent a demonstrable hardship uDon the <br />property owner or is in the best interest of the public <br />safety, the site plan shall contain the following minimum <br />requirements: <br /> <br />(a) Topographic survey of existing conditions: <br /> <br />(i) <br /> <br />Both sides of adjoining streets with <br />center line and curb and gutter <br />elevations and slopes and height, width <br />and thickness of paving. <br /> <br />(ii) <br /> <br />Outfall for storm water to proper catch <br />basins (indicate sizes and slopes of <br />existing pipes). <br /> <br />(iii) <br /> <br />Existing sanitary sewer facilities; <br />size and location, inverts. <br /> <br />(b) Boundary survey shall show the following: <br /> <br />(i) Easements, if any. <br /> <br />(ii) Ail monuments. <br /> <br /> <br />
