The board shall consist of not less than three (3) members appointed by the city council. Members of the board shall be appointed for three-year terms, except that on the initial appointmeat, one (1) shall be appointed for one (1) year, one (1) for two (2) years, and one (1) for three (3) years. A vacancy on the board shall be filled by the council for the unexpired term. 8. That Section 19-76 of the Code of the City of Portsmouth, Virginia, 1988, as amended, be amended to read as follows: Section 19-76. Board-established; composition. There is hereby created a board to be known as the law library board, which shall consist of five (5) members. The city attorney shall be an ex-o~ficio member of such board, and the remaining four (41 members shall be appointed by the city council. Two (2) of the appointed members of such board shall be practicing attorneys, one (1) shall be a judge of one (1) of the courts loca.ted within the city, and one (1) shall be a qualified person as provided for in Section 2-28(A), who is not a licensed attorney and not an official or employee of any court located within the city. 9. That Section Pcrtsmouth, Virginia, follows: 22-48 of the Code of the City of 1988, as amended, be amended to read as Section 22-48. Composition; appointment and terms of members; vacancies. The commission shall consist o~ nine (9) members. The members of the commission shall be appointed by the city council. The commission shall consist of at least one (1) person from each of the following classes: city council~ school system; police, judiciary or traffic engineering; and medical service field. The terms of the initial members of the commission shall commence on November 1, 1968. Of the initial appointments, three (3) shall be for terms of one (1) year, three (3) for two (2) years, and three (3) for three (3) years. At the expiration of such terms, their successors shall be appointed for terms of three (3) years. Any person who is appointed to represent one (1) of the four (4) classes enumerated above and who shall cease to be a member of such class, shall forthwith cease to be a member of the commission ~nless there shall at that time be another representative of such class on the commission. All vacancies shall be filled by appointment for the remainder of the unexpired term.
