Section 2-773. Composition; appointment and terms of members. The committee shall consist of eleven (11) members. The members of the committee shall be appointed by the council for terms of three (3) years; provided, however, that of those first appointed, four (4) shall be appointed for one (1) year, four (4) for two (2) years, and three (3) for three (3) years. The members shall hold office ~uring their respective terms until their successors are appointed. 5. That Section 8-28 of the Code of the City of Portsmouth, Virginia, 1988, as amended, be amended to read as follows: Section 8-28. Composition; appointment of members. The commission shall consist of five (5) members appointed by the city council. In addition, the city manager, the city attorney and the superintendent of schools or their authorized representatives shall be nonvoting ex-officio members of the coaunission. 6. That Section Portsmouth, Virginia, follows: 12-143 of the Code of the City of 1988, as amended, be amended to read as Section 12-143. Composition; appointment of members. The commission shall consist of eleven (11) members. The city manager and director of finance of the city shall be nonvoting ex-officio members of the commission, and the remaining nine (9) members shall be appointed by the city council. Of the nine (9) or so aDpointed, at least three (3) shall be members of the banking profession, and three (3) shall be businessmen employed in the city and the remaining members shall be either residents, property or business owners within the city or shall be employed in the city. 7. That Section 17-42 of the Code of the City of Portsmouth, Virginia, 1988, as amended, be amended to read as follows: Section 17-42. Composition; appointment and terms of members; filling of vacancies.
