2. That Section 2-567 of the Code of the City of Portsmoath, Virginia, 1988, as amended, be amended to read follows: as Section 2-567. Composition; appointment and terms of members. The museum and fine arts commission shall consist of fifteen (15) members who shall be appointed by the city council. Of the original commission, five (5) members shall be appointed for a term of one (1) year, five (5) members shall be appointed for a term of two (2) years and five (5) members shall be appointed for a term of three (3) years. At the expiration of the respective terms of such members, their successors shall be appointed for terms of three (3) years. The members shall hold office during their respective terms and until their successors are appointed and qualified. 3. That Section 2-683 of the Code of the City of Portsmouth, Virginia, 1988, as amended, be amended to read follows: as Section 2-683. Composition, appointment and term of members. The commission shall consist of eleven (11) members who shall be appointed by the city council for a term of three (3) years. Of these eleven [11) members, a minimum of six (6) shall be appointed from representatives of the followin~ organizations: the Portsmouth Academy of Medicine, the hospital emergency room physicians, the hospital emergency room nurses, the administrator of Maryview Hospital, the administrator of Portsmouth General Hospital, the administrator of the Naval Hospital, a community psychiatrist and the American Red Cross. In addition to those six (6) members, at least three [3) members shall be either residents, property or business owners within the city or shall be employed in the city. These members shall hold office during their respective terms and until their successors are appointed or they are removed under the provisions of section 2-684. 4. That Section 2-773 of the Code of the City of Portsmouth, Virginia, 1988, as amendedt be amended to read as follows:
