AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1988, AS AMENDED, B~ AMENDING SECTIONS 2-28, 2-567, <br />2-683, 2-773, 8-28, 12-143, 17-42, 19-76, 22-48, 25-47 and <br />39-47 PERTAINING TO BOARDS AND COMMISSIONS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 2-28 <br />Portsmouth, VirgInia, 1988, <br />follows: <br /> <br />of the Code <br />as amended, <br /> <br />of the City of <br />be amended to read as <br /> <br />Section 2-28. <br /> <br />Boards and Commissions. <br /> <br />A. Appointments: <br /> <br />Unless otherwise specifically stated or otherwise <br />required by state or federal law, any person appointed to <br />a board or commission by the council and mayor shall be <br />either a resident of the city, a property or business <br />owner within the city or shall be employed in the city. <br /> <br />Boards and commissions appointed by the council and <br />mayor shall be governed by the following procedural <br />rules: <br /> <br />(~) No business shall be transacted until a quorum of <br /> the members is present. <br /> <br /> No member shall abstain from voting on any matter <br /> unless prohibited by applicable provisions of the <br /> State and Local Government Virginia Conflict of <br /> Interests Act (Code of Virgmnla, Section 2.1-639.2 <br /> et seq.) or under the circumstances the vote would <br /> constitute an act of Impropriety. <br /> <br />No matter shall be deemed approved by the members <br />unless such matter has received the affirmative vote <br />of a majority of the members voting. <br /> <br />The rules of parliamentary practice set out in <br />Robert's Rules of Order shall govern in all cases to <br />which they are applicable and in which they are not <br />inconsistent with this section. <br /> <br /> <br />
