AN ORDINANCE TO AMEND CHAPTER <br />PORTSMOUTH, VIRGINIA, 1988, BY <br />PERTAINING TO FINANCE. <br /> <br />12 OF THE CODE OF THE CITY OF <br />AMENDING SECTION 12-69, <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 12-69 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 12-69. Schedule of dishonored checks, drafts, and <br /> debits; fee to be charged. <br /> <br /> The Director of Finance shall maintain a complete list of <br />all checks or drafts uttered, published or passed to the City, <br />and legally authorized debits, for payment of taxes or sums <br />due which are subsequently returned because of insufficient <br />funds, no account, or account closed. The person uttering, <br />publishing, or passing such check or draft, or authorizing a <br />debit of his account, shall, in addition to the sum due and <br />all civil liabilities incurred by reason of such check, draft, <br />or legally authorized debit, pay to the City a fee of twenty <br />dollars ($20.00). <br /> <br /> 2.
