(b> At Wesley Street and Chautauqua Avenue, a traffic signal will be installed at the intersection and a westbound turn lane and radius widening will be installed at Wesley Street and Chautauqua Avenue; (c) Virginia Avenue will be improved by a northbound extension of Virginia Avenue from Woodrow Street northeast along the abandoned railroad right-of-way, then connecting with Lee Avenue at Cleveland Street. This will require pavement improvements at both ends of the connection in addition to the necessary property acquisition, all of which will be undertaken by VDOT. 3. VDOT will not open the Western Freeway until the temporary improvements in Port Norfolk identified above have been completed and are being utilized for local traffic. 4. VDOT's schedule for the Port Norfolk Connector is as follows: (a) By the spring of 1991 the consultant selection process will be initiated by VDOT; (b) By the summer of 1991 VDOT will select a consultant and initiate engineering design; (c) By the summer of 1993 VDOT will hold a design public hearing; (d) By the spring of 1994 VDOT will initiate right-of-way acquisition; (e) By the spring of 1995 VDOT will advertise for construction bids; (f) By the spring of 1998 construction will be completed. 5. VDOT shall proceed with the process for construction of the Port Norfolk Connector according to the above schedule. Although VDOT cannot guarantee progress according to this schedule, VDOT agrees to use its best efforts and to do everything reasonably possible to ensure that funding, exclusive of urban allocation, is made available for this project and that the work is completed in accordance with this schedule.
