89 <br /> <br />A RESOLUTION EXPRESSING THE SUPPORT OF THE COUNCIL OF THE CITY <br />OF PORTSMOUTH FOR THE WESTERN FREEWAY PROJECT. <br /> <br /> WHEREAS, the Western Freeway Project has been the first <br />priority highway project of the City of Portsmouth for a <br />namber of years and an essential part of the regional highway <br />system; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />previously expressed its concerns with the source of funding <br />and the priority of phases for the Western Freeway Project; <br />and <br /> <br /> WHEREAS, this Council is of the opinion that the <br />Western Freeway is an essential part of the regional <br />transportation network and a priority of this Council <br />that the issues expressed herein are resolved to the <br />satisfaction of this Council to assure the protection <br />interest of the City and its citizens. <br /> <br />proposed <br />provided <br />of the <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia states that approval of this <br />Council, in connection with all elements of the Western <br />Freeway Project, will be forthcoming if th~ following <br />conditions are met by the Virginia Department of <br />Transportation (VDOT): <br /> <br /> 1. VDOT shall construct the segment of the Western <br />Freeway between Towne Point Road and the city limits using <br />Portsmouth's Urban Allocation, .with VDOT waiving the 2% local <br />match for this project as well as waiving the 5% local match <br />for the segment of the Western Freeway previously completed <br />between Cedar Lane and Towne Point Road. <br /> <br /> 2. VDOT shall construct temporary improvements in <br />Port Norfolk, to be utilized until such time as the Port <br />Norfolk Connector is open, using Portsmouth's Urban <br />Allocation. VDOT will waive the local 2% match. If possible, <br />the costs for the temporary improvements will be included as <br />part of the cost and future funding of the Port Norfolk <br />Connector thereby eliminating the need to use Portsmouth's <br />Urban allocation. The specific improvements to be provided by <br />VDOT in Port Norfolk are: <br /> <br />(a) <br /> <br />At Mt. Vernon Avenue and Bayview Boulevard, a <br />traffic signal will be installed at the intersection <br />and Bayvlew Boulevard will be widened to accommodate <br />a right turn lane onto Mt. Vernon Avenue; <br /> <br /> <br />
