89 A RESOLUTION EXPRESSING THE SUPPORT OF THE COUNCIL OF THE CITY OF PORTSMOUTH FOR THE WESTERN FREEWAY PROJECT. WHEREAS, the Western Freeway Project has been the first priority highway project of the City of Portsmouth for a namber of years and an essential part of the regional highway system; and WHEREAS, the Council of the City of Portsmouth has previously expressed its concerns with the source of funding and the priority of phases for the Western Freeway Project; and WHEREAS, this Council is of the opinion that the Western Freeway is an essential part of the regional transportation network and a priority of this Council that the issues expressed herein are resolved to the satisfaction of this Council to assure the protection interest of the City and its citizens. proposed provided of the NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia states that approval of this Council, in connection with all elements of the Western Freeway Project, will be forthcoming if th~ following conditions are met by the Virginia Department of Transportation (VDOT): 1. VDOT shall construct the segment of the Western Freeway between Towne Point Road and the city limits using Portsmouth's Urban Allocation, .with VDOT waiving the 2% local match for this project as well as waiving the 5% local match for the segment of the Western Freeway previously completed between Cedar Lane and Towne Point Road. 2. VDOT shall construct temporary improvements in Port Norfolk, to be utilized until such time as the Port Norfolk Connector is open, using Portsmouth's Urban Allocation. VDOT will waive the local 2% match. If possible, the costs for the temporary improvements will be included as part of the cost and future funding of the Port Norfolk Connector thereby eliminating the need to use Portsmouth's Urban allocation. The specific improvements to be provided by VDOT in Port Norfolk are: (a) At Mt. Vernon Avenue and Bayview Boulevard, a traffic signal will be installed at the intersection and Bayvlew Boulevard will be widened to accommodate a right turn lane onto Mt. Vernon Avenue;
