11 <br /> <br />A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA SUPPORTING THE CREATION OF THE HAMPTON ROADS PLANNING <br />DISTRICT COMMISSION. <br /> <br /> WHEREAS, the fourteen communities comprising Planning <br />Districts Twenty and Twenty-one, have developed areas of <br />mutual concern and interest; and <br /> <br /> WHEREAS, Portsmouth is one of the jurisdictions that <br />compromises Planning District Twenty; and <br /> <br /> WHEREAS, since the creation of the respective Planning <br />District Commissions in 1969, the two Standard Metropolitan <br />Statistical Areas (SMSAs) have been merged into one <br />Metropolitan Statistical Area (MSA) and opportunities for <br />interaction have increased with new bridges and tunnels; and <br /> <br /> WHEREAS, joint strategies for transportation, coastal <br />zone management, and economic development are increasingly <br />being performed on a Hampton RoaDs basis; and <br /> <br /> WHEREAS, a continuing need exists for research, <br />information, infrastructure needs, economic analyses, and <br />publ%c policy determinations on a Hampton Roads scale. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth that it is the desire of the City of Portsmouth <br />to participate in the creation of the Hampton Roads Planning <br />District Commission to replace the existing Peninsula Planning <br />District Commission and the Southeastern Virginia Planning <br />District Commission, and that parity be arrived at regarding <br />the per capita contributions of the southside and northside <br />communities who would comprise this newly created Hampton <br />Roads Planning District Commission so that under the merger <br />agreement the per capita rate paid by the southside <br />communities would remain constant to allow the northside <br />communities to reach parity over a three year period which <br />means that each northside community in the fiscal year 1992 <br />would pay a twenty-seven (0.27) cents per capita contribution, <br />and in fiscal year 1993, each northside community would pay a <br />thirty-three (0.33) cent per capita contribution, and in <br />fiscal year 1994, each northside community would pay a forty <br />(0.40) cent per capita contribution; and that the creation of <br />the Hampton Roads Planning District Commission be in accord <br />with the provisions of the Virginia Area Development Act. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held February 27, 1990. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
