deem appropriate. <br /> <br /> The ~.6~rd shall fix such~other meeting times as it deems <br />necessary. It shall keep written minutes of all meetings. <br /> <br /> At any meeting of the Board of Directors, a quorum shall <br />consist of five votes, as defined in Section 2B, above. <br /> <br />D. Powers of the Board. <br /> <br />The Board shall have the following powers ahd duties: <br /> <br />To develop and approve the Academy curriculum (in <br />cooperation with and subject to review by the <br />Department of Criminal Justice services) and the <br />operating policy of the Academy, in connection with <br />which it"may expend such funds as may be available in <br />any year's appropriation, in such manner as it deems <br />most appropriate. <br /> <br />To~ouersee and be responsible for the operation of the <br />Academy~ This shall include determining the length and <br />frequency of training, the operating policies, and the <br />staffing levels of the Academy. In carrying out these <br />functions, the Board shall give due consideration to <br />the needs of the participating jurisdictions for <br />recruit and in-service training,, and the maximum <br />benefits to be derived from the instruction available. <br />To accomplish these ends, the Board shall have the <br />power to expend the funds appropriated to'it. <br /> <br />To accept grants, gifts, endowments, donations, <br />subsidies, awards, assistance, bequests, devises, fees, <br />compensation, bonuses, contributions, stipends, aids, <br />tuition, and any other property, real, personal, or <br />mixed. <br /> <br />To make cOntracts~nd to be a party to contracts <br />appropriate to the purpose of the Academy. <br /> <br />To appoint an Academy Director, fix his compensation, <br />and prescribe his powers and responsibilities. <br /> <br />To contract with participating jurisdictions for the <br />necessary personnel, facilities, and technical, <br />administrative, and maintenance services appropriate to <br />the purpose of th~.Academy. <br /> <br />To promulgate each year a schedule of fixed costs for <br />maintenance of the Academy, equipment and basic staff, <br />and of variable costs of operation depending on student <br />population; and to promulgate a fee or schedule of fees <br /> <br /> <br />
