per student, to include non-member jurisdiction tuition <br />and administrative costs. <br /> <br />To adopt such bylaws as the Board deems necessary. <br />Such bylaws may be enacted, amended, or repealed by <br />vote of a majority of the jurisdictions and the <br />Directors described in Section Two, Paragraph A2, <br />above, which are represented at the meeting at which <br />the action is taken. <br /> <br />9. TO appoint a Steering Committee to conduct the business <br /> of the Board of Directors in the intervals between ~ <br /> meetings of the full Board. <br /> <br />SECTION 3. PURPOSE <br /> <br /> The purpose of the Academy is to furnish the highest <br />achievable level of professional criminal justice training and <br />related services 'tm Academy members through the development a~d <br />operation of initial recruit training and continuing in-servmce <br />and specialized training programs. <br /> <br />SECTION 4. <br /> <br />FINANCING AND BUDGET <br /> <br /> The Board shall designate the chief financial officer of one <br />of the members to act as its fiscal agent. The Board shall <br />provide for the manner in ~hich and by whom receipts and <br />disbursements may be authorized, provided that it shall ensure <br />that the receipts and disbursements authorization system of. the <br />fiscal agent is employed. <br /> <br />A. Capital Assets and E~penditures <br /> <br />Real Estate. The Academy may own or lease necessary <br />real property, or may contract for its location needs. <br />In the event an Academy plant is furnished by a member <br />jurisdiction, the Board of Directors shall determine <br />the method by which payment and/or credit for the <br />furnishing of physical facilities shall be given, <br />provided however, that such method, and the proposed <br />amount of such payment and/or credit, shall be subJect <br />to the approval of the governing bodies of each of the <br />members. Improvements becoming a part of the real <br />estate shall be provided for ~n the same manner. <br /> <br />2o <br /> <br />Personalty. The Board shall, from time to time as it <br />deems necessary, approve a schedule of equipment <br />requirements providing for non-expendable equipment <br />costs and a method of apportioning such costs among the <br />members and submit it to the governing bodies of the <br />members for approval as part of the annual operating <br />budget. <br /> <br /> <br />
