Composition. The Board of Directors shall be composed of: The Chief Administrative Officers and the Chiefs of Police of the cities of Hampton, Newport News, Poquoson, Portsmouth, and Williamsburg, and the county of James City; and the Chief Administrative Officer and the Sheriff of the county of York, who shall each represent their respective jurisdictions. Two (2) Directors as follows: ao One (1) Director representing members which are sheriffs' departments with jail, courthouse security, or civil process responsibilities. The first such Director shall be elected by the Academy Board of Directors to serve until December 31~ 1991. Thereafter, this Director is to be elected annually during the month of December for a term'of one year by the Sheriffs of any such departments participating in the Academy at the time of the election. In the event that the Sheriffs fail to elect a successor as provided above, the incumbent Director shall serve until a successor is elected. bo One (1) Director representing members which are institutiona~.~epartments.
