EXHIBIT A <br /> <br />CHARTER <br /> <br />of the <br /> <br /> HAMPTON ROADS REGIONAL ACADEMY OF CRIMINAL JUSTICE <br /> <br />There is hereby created by the cities of Hampton, Newport News, <br />.Poquoson, Portsmouth, and Williamsburg, and the counties of James <br />City and York, the Hampton Roads Regional Academy of Criminal <br />Justice ("the Academy"), which shall exist under and subject to <br />the terms and conditions of this Charter, which shall be deemed <br />to constitute the agreement required by Section 15.1-21, Code of <br />Virginia 1950, as amended, for the joint exercise of powers of <br />participating pol~ical sub-divisions. <br /> <br />SECTION I. DURATION <br /> <br /> The Academy and this Charter shall exist in perpetuity, <br />subject however to the following conditions: <br /> <br />A. Dissolution. <br /> <br />The Academy may be dissolved at any time by agreement of the <br />governing bodies of all of the charter members. <br /> <br />B. Withdrawal. <br /> <br />In the event that any member desires to withd~w its <br />membership from the Academy, the following procedures shall <br />apply. <br /> <br />I. Written notification must -be sent to the Board of <br /> Directors of the Academ~ no later than October 1 of the <br /> fiscal year immediately preceding the fiscal year in <br /> which the member intends to withdraw. <br /> <br />2. The Board of Directors of the Academy shall provide to <br /> the withdrawing member an opportunity to address the <br /> Board as to the reason for withdrawing. <br /> <br />3. The withdrawing member is obligated to pay its <br /> designated pro rata assessment through the end of the <br /> fiscal .~ear prior to withdrawal. <br /> <br />SECTION 2. <br /> <br />BOARD OF DIRECTORS <br /> <br />The Academy shall be governed by a Board of Directors. <br /> <br /> <br />
