The City <br />Manager, upon recommendation by the City Traffic <br />Engineer~ may modify the terms of this condition, <br />provided that: <br /> <br />(i) <br /> <br />The City Manager or his designee <br />will provide the operator of this <br />facility and the Cradock Property <br />Owners Association and the Cradock <br />Area Civic Coalition thirty (30) <br />days advance notice of the effective <br />date of modification, and <br /> <br />(2) <br /> <br />No prohibitions against deliveries <br />shall be imposed on the hours <br />between 9:00 a.m. and 3:30 p.m. <br />Monday through Saturday. <br /> <br /> (i) Vehicular access to the facility shall be <br />limited to a primary entrance at the south end of the <br />site and an emergency entrance to be approved by the Fire <br />Chief. If requested by the City Manager, the applicant <br />or its assignee(s) or successor(s) shall pay for the <br />design and installation of a left turn stacking lane in <br />the west bound lane on Victory Boulevard at the Drimary <br />entrance to the south end of the site ~n accord with <br />plans and specifications approved by the Director of <br />Public Works of the City of Portsmouth. <br /> <br /> (j) Ail ash shall be contained in closed containers <br />from the time it leaves the ash loadout building until it <br />arrives at an approved ash monofill disposal site. Ash <br />shall neither be stored in the City of Portsmouth by the <br />operator of the facility nor disposed of in an ash <br />monofill disposal site in the City of Portsmouth. No <br />removal of ash will be permitted between the hours of <br />5:00 p.m. and 7:00 a.m., and no removal will be permitted <br />on Sundays. Facilities for spraying ash trucks with <br />water shall be provided in the ash loadout area of th~ <br />plant and at the ash landfill. AlL ash trucks shall be <br />sprayed before leaving the ash loadout area and the <br />ashfill site to remove ash particles which might <br />otherwise be deposited on public streets. <br /> <br /> (k) Earth berms or sound walls, which act as <br />buffers, shall be constructed adjacent to, or in a <br />portion of, the eastern half of the 200-foot easement <br /> <br /> <br />
