48 <br /> <br />A RESOLUTION TEMPORARILY CHANGING THE VOTING PLACE IN PRECINCT <br />23 FROM WESTHAVEN BAPTIST CHURCH TO WESTHAV~N ELEMENTARY SCHOOL, <br />3701 CLIFFORD STREET, PORTSMOUTH, VIRGINIA, FOR SEPTEMBER tl, <br />1991. <br /> <br /> WHEREAS, the Electoral Board of the City of Portsmouth has <br />been advised by the Westhaven Baptist Church that the church is <br />not available on September 11, 1991 for use by the Electoral <br />Board as the voting place in Precinct 23 for the Democratic <br />Primary; and <br /> <br /> WHEREAS, the Electoral Board has made arrangements with ~he <br />School Board of the City of Portsmouth to use the Westhaven <br />Elementary School located at 3701 Clifford Street, Portsmouth, <br />Virginia for the voting place in Precinct 23 on September 11, <br />1991, only, for the purpose of the Democratic Primary; and <br /> <br /> WHEREAS, Chapter 10 of the Code of the City of Portsmouth, <br />Virginia, 1988, specifies in Section 10-106 that the voting <br />place for Precinct 23 shall be at the Westhaven Baptist Church; <br />and <br /> <br /> WHEREAS, Section 24.1-97 of the Code of Virginia, 1950, as <br />amended, recognizes that there may be emergency situations which <br />cause polling places to be unusable and allows, sukject to the <br />approval of the State Board of Elections an alternate polling <br />place; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the provisions of Section 10-106 <br />be temporarily suspended to accommodate this emergency situation <br />and that the polling place be, only for the purposes of the <br />Democratic Primary on September 11, ~1991, at Westhaven <br />Elementary School at 3701 Clifford Street, Portsmouth, Virginia. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held August 27, 1991. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
