43 <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE CERTAIN <br />MOTOR VEHICLES AT PUBLIC AUCTIONS. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia is in need of <br />motor vehicles for general government use; and <br /> <br /> WHEREAS, the City of Portsmouth is experiencing fiscal <br />stress and is in need of fiscal conservatism in the purchasing <br />of goods, services, and commodities; and <br /> <br /> WHEREAS, the City of Portsmouth is able to purchase at <br />wholesale prices certain motor vehicles at public auctions; <br />and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />has determined that the purchase of motor vehicles from a <br />public auction sale is in the best interest of the public <br />because of the financial savings associated with such method <br />of purchasing as prescribed by Section 12-217 of the Code of <br />the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City Manager be and he is <br />hereby authorized to purchase certain motor vehicles from <br />public auction sales because it is in the best interest of the <br />public. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia at a meeting held August 13, 1991. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
