the above criteria, the commission shall consider the following: the historical or <br />architectural value and significance of the building or structure and its relationship <br />to or congruitY with the land, place and area in the HiStoric District UpOn Which it <br />is erected and with other buildings or structures therein. <br /> <br />DIVISION 2. DOWNTOWN D-1 AND D-2 DISTRICTS : <br /> <br />Sec. 40-55. Specific purpose of downtown districts. <br /> <br /> The Downtown Districts, D-1 and D-2, are created for the purposes set forth in <br />Section 40-51 and also, without limitation, for the promotion and preservation of the <br />city's educational, cultural and economic interests, opportu~-xities and advantages. <br />Such districts include and bound the only significant tourist routes providing access <br />to the many historic structures and buildings in downtown Portsmouth and to its <br />historic waterfront and governmental center and contain many significant historic <br />structures and buildings. <br /> <br />The D-1 and D-2 Districts fulfill this purpose through: <br /> <br />(a) <br /> <br />The preservation and protection of buildings, structures, places and areas <br />of educational, cultural, economic and civic interest in the core area of the <br />original community settlement; <br /> <br />(b) The development and maintenance of appropriate settings and environment <br /> for such buildings, structures, places and areas; <br /> <br />(c) The protection and enhancement of the tourist corridors leading to the <br /> historic core area, governmental center and historic waterfront; <br /> <br />(d) <br /> <br />The regulation and control of construction of new buildings and structures <br />in accordance with the Priority Action Program for Central Portsmouth <br />adopted by the city council, to protect such areas and the setting and <br />environment found, preserved and promoted therein. <br /> <br />Sec. 40-56. Downtown dist~cts; permitted uses. <br /> <br /> Uses permitted in the D-I and D-2 Downtown Districts shall be governed according <br />to subdistricts, as shown on the zoning map. Table 40-43-3 in Article IV of this <br />Chapter lists the uses allowed in the various subdistricts. The designations and <br />general purposes of the subdistricts are as follows: <br /> <br />(a) <br /> <br />RESIDENTIAL (R) SUBDISTRICT. A sub-district permitting single family <br />and multi-family dwellings, with flexible dimensional requirements to allow <br />development consistent with the design of existing downtown <br />neighborhoods. <br /> <br />(b) PUBLIC (P) SUBDISTRICT. Primarily for governmental agencies andquasi- <br /> public institutions such as churches and fraternal organizations. <br /> <br />82 <br /> <br /> <br />
