Section 2-716. Powers and duties. <br /> <br /> The board of directors of the Community <br />shall have the following powers and duties: <br /> <br />Services Board <br /> <br /> (6) appoint an executive director of community mental <br />health, mental retardation, and substance abuse services whose <br />qualifications are approved by the state department of mental <br />health, mental retardation and substance abuse services and <br />prescribe his duties. Compensation of such executive director <br />shall be fixed by the board within the amounts made available <br />by appropriation therefor. <br /> <br /> 2.
