the commissioner of the revenue who shall authorize the <br />accumulation of annual net receipts, or portions of net <br />receipts, for a specific time period, said time period not to <br />exceed three (3) years. Said accumulated receipts must be set <br />aside by the sponsor and maintained and identified separately <br />from all other net receipts and must be expended for the <br />purpose approved no later than December thirty-first of the <br />next year immediately following the third year of <br />accumulation. Both quarterly and annual reports of gross <br />receipts and disbursements shall include complete listings of <br />organizations and projects to which any receipts from bingo <br />games or raffles were donated or used. The exact number of <br />each donation must be listed and receipts shall be obtained <br />and preserved. <br /> <br />Section 3-186. Auditing of records and reports - Generally. <br /> <br /> (b) The city manager or his designated representative <br />may perform additional audits or require the production of <br />records required to be maintained by the provisions of this <br />article at such other times as may be deemed necessary by the <br />city manager or his designated representative. <br /> <br /> (c) The city manager or his designated representative <br />may require an organization.to produce such additional records <br />as ~ay be necessary to perform reqaired or permitted audi~s, <br />including but not limited to, any records or-documents which <br />show the purpose or purposes for which the organization is <br />specifically cha-rtered or organized. It shall~be unlawful for <br />any organization to fail to produce such records within a <br />reasonable time upon the request of the city manager or his <br />designated representative and failure to keep such records and <br />documents shall constitute a violation of this section. <br /> <br /> (d) The city manager or his designated representatiVe is <br />hereby authorized to enter upon the premises on which an <br />organization is conducting a bingo game or raffle for the <br />purpose of performing unannounced audits of such game or <br />raffle and/or carrying out the duties imposed by this article <br />and the state law adopted by this ~rticle. <br /> <br />Section 3-188. <br /> <br />Additional records required; checking <br />account for bingo receipts. <br /> <br /> (a) Each organization shall maintain a record in writing <br />of the dates o~ which bingo is played, the number of people in <br />attendance on each date and the amount of the receipts and <br />expenses for such session and prizes paid on each~such <br />session. All prizes in excess of one hundred dollars <br />($100.00) shall be paid by checks drawn on the organization's <br />bingo checking account.
