also maintain a record of the name and address of each <br />individual to whom a door prize, bingo game prize, raffle or <br />jackpot is awarded as well as the amount of such award. The <br />organization conducting bingo games or raffles shall maintain <br />an itemized record of all receipts and disbursements, <br />including operating costs and use of proceeds incurred in such <br />games or raffles. Such records shall be furnished to the city <br />manager or his designated representative upon request. <br /> <br /> (e) Ail invoices related to the purchase of bingo <br />supplies shall be kept in date order for three (3) years <br />following the close of the fiscal year to which the records <br />apply. All purchases of bingo supplies shall be paid for by <br />check, regardless of the amount of the purchase. <br /> <br /> 2. That Chapter 3 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended by adding thereto <br />.Sections 3-190, 3-191, 3-192, and 3-193, to read as follows: <br /> <br />Section 3-190. Minors. <br /> <br /> (a) For the purposes of this article, a "minor" is <br />defined as any person under the age of eighteen (18) years. <br /> <br /> (b) No organization shall permit any ~inor to organize, <br />manage., conduct~ or participate in any bingo or instant bingo <br />game; provided, however, that a minor may engage in <br />concessions activities such as the sale of food and beverages <br />in accordance with all provisions of state law. <br /> <br /> (c) Except as provided in (b), no minor shall be <br />permitted on the premises where bingo is conducted or while <br />bingo sessions are in pragress, unless accompani~, by a parent <br />or guardian-over the age of eighteen (18) ~ears. <br /> <br /> (d) It shall be the responsibility of the organization <br />to determine the ages of all persons On the premises where <br />bingo sessions are being conducted. City officials shall have <br />the right to check age and verify identification. <br /> <br /> (e) Minors may seli raffle tickets to raise funds for <br />~youth activities in which they participate and may receive <br /> nonmonetary incentive awards or prizes from the organization <br /> provided that the organization is nonprofit. <br /> <br />Section 3-191. <br /> <br />Sufficient bingo prize funds required. <br /> <br /> An o~ganization shall not comme~ce a bingo session until <br />funds in an amount sufficient to cover all prizes to be <br />awarded during that bingo session are in the bingo checking <br />accoun~ of the organization, or the manager or operator for <br /> <br /> <br />
