Powers. <br /> <br /> The planning commission shall have the power and authority provided to it by the <br />city council, the Code of the City of Portsmouth and state law. Authority under state <br />law shall include but is not limited to that granted by the Code of Virginia. <br /> <br />Sec. 40-177. Administrstive officers of aity. <br /> <br /> The planning director, director of environmental services, zoning administrator, <br />director of public works, city engineer and planning department exist in accordance <br />with the Charter of the City of Portsmouth and with Chapter 2 of the Code of the <br />City of Portsmouth. In addition to those powers and duties which are established <br />under said Chapter 2, they shall have the powers necessary and are hereby given <br />the duties required to implement this Chapter and Chapter 33, as more specifically <br />set forth throughout this Chapter and Chapter 33, respecliveiy. <br /> <br />Sec. 40-177. !. Determination of completeness. <br /> <br /> Upon receipt of an application for review, the responsible administrative officer <br />shall review such application ~or completeness. If he finds that such application is <br />not complete, he shall return it to the applicant with a specific list of missing items <br />or other deficiencies in the application. If he finds that such application is complete~ <br />he shall submit it for processing in accordance with this Article. <br /> <br />Sec. 40-178. Historic district commi-~sion; establishment and membership. <br /> <br /> Two (2) commissions of architectural review are hereby created and established. <br />One commission shall be known as the commission of Architectural Review for Olde <br />Towne, Cradock and Truxtun. The other commission shall be known as the <br />commission of architectural review for Port Norfolk and Park View. <br /> <br />(a) <br /> <br />The commission of architectural review for Olde Towne, Cradock and <br />Truxtun shall consist of seven (7) members. They shall be appointed by <br />the city council for terms of office of three (3) years from the date of <br />appointment. Of the members appointed, one (1) of the members of the <br />commission shall be appointed from at least two (2) nominees made by the <br />Cradock Area Civic Coalition and from at least two (2) nominees made by the <br />Cradock ProperTy Owners Association, one (1) shall be appointed from at <br />least three (3) nominees made by the Old Truxtun Community League, one <br />(1) shall be appointed from at least three (3) nominees made by the Olde <br />Towne Civic League. The four (4) rsmaining members shall be chosen to <br />provide professional expertise as architects, attorneys, real estate agents <br />or historians. <br /> <br />(b) The commission of architectural review for Port Norfolk and Park <br /> <br />127 <br /> <br /> <br />
