Section 16-34. Preparation of certain materials for collection. (c) Yard Waste: In the areas receiving automated refuse collection, yard waste, including accumulations of grass or shrubbery cuttings or clippings and dry leaf rakings, free of dirt, rocks, large branches and bulky or noncombustible material shall be placed in clear plastic bags complying with Section 16-32. It shall be unlawful to rake, sweep or place yard waste into or onto the street, curb, gutter or drainage structure. 6. That Sections 16-36(b) and (c) of the Code of the City of Portsmouth, Virginia, 1988, be amended to read as follows: Section 16-36. Times and dates containers and bulk refuse to be placed for collection. (a) Except as provided for in paragraph b herein, receptacles and plastic or polyethylene refuse bags containing trash, garbage or other waste materials shall not be placed for collection by the city before 6:00 a.m. nor later than 7:00 a.m. on days of collection. Such receptacles shall be removed from the area designated in Section 16-37 as soon as possible after collection and, in no instance, shall receptacles be permitted to remain in such area after 7:00 p.m. (b) In the areas receiving automated refuse collection, yard waste packaged in clear plastic bags shall be placed out for collection at the same time as the automated refuse container. (c) Bulk re~use shall be-placed out for collection no earlier than the Saturday pre~ding the start of the bulk refuse pickup period for that area and no later than 7:00 a.m. on the Monday of the start of the bulk refuse pickup period for the area. 7. That Section 16-40 of the Code of the City of Portsmouth, Virginia, 1988, be added. Section 16-40. Special pick-up for moving. Special collection will be provided by the Department of General Services for residents either moving into or vacatfng a dwelling. In order to arrange such service a 24 hour notice must be given to the Waste Management Division of the Department of General Services of the City of Portsmouth. Residents must separate bulk refuse from other garbage and trash.
