8. That Section 16-63 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 16-63. Basis of rates. <br /> <br /> (a) Rates for service charges hereunder shall be based <br />upon the use of standard thirty-two (32) gallon containers. <br />Where the operator fails to store garbage and refuse in such <br />standard containers, the director shall estimate the volume of <br />garbage and refuse in the equivalent of thirty-two gallon <br />containers and billing shall be made accordingly. <br /> <br /> (b) For residences receiving automated refuse collection <br />the rate for service charges shall be based upon the 65 or 105 <br />gallon container. The city will furnish one container to each <br />customer. One additional container may be purchased by <br />customers for a maximum of two containers per residence with <br />no additional service charge to the customer. <br /> <br /> 9. That Section 16-65 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 16-65.
