city manager, co-promotion will assist in bringing to the city <br />a broad range of activities and entertainment or will initiate <br />new programs of special cultural or educational nature, or <br />will encourage multiple-period~ multiple-day or multiple-event <br />use of Willett Hall or will maximize utilization of the <br />facility through arrangements which are competitive with those <br />available from other similar facilities. To this extent, the <br />clly manager is authorized to reduce rental rates. <br /> <br /> 2.
