~ - . .... 1992~49 <br /> <br />AN ORDINANCE TO ~{END CHAPTER 16 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTION 16-149(a),(c) <br />(d) and (e) PERTAINING TO OPERATING STANDARDS OF LANDFILLS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 16-149(a), (c), (d), and (e) of the <br />Code of the City of Portsmouth, Virginia, 1988, be amended to <br />read as follows: <br /> <br />Section 16-149. Specifications for disposal of materials. <br /> <br /> (a) The final cap for the closure of a sanitary landfill <br />shall conform to the minimum standards as set forth by the <br />federal government and found in 40 CFR 258. <br /> <br /> (c) Cover materials shall consist of earth, loam, clay, <br />sand, or a mixture of at least fifty-percent earth and other <br />inert materials, such as ashes, cinders, or gravel or that <br />which is approved by the Department of Waste Management. A <br />minimum depth of one (1) foot of compacted cover and spread <br />cover material shall be kept on all inactive areas of the <br />landfill at all times. The active areas of the landfill <br />should be covered at the end of each day's operation, with at <br />least (6) inches or that amount which is required by the <br />Department of Waste Management before compaction of cover <br />material. <br /> <br />(d) The "trench system" of landfill shall not be used. <br /> <br /> 2.
