Public notice of the invitation to bid shall be given at <br />least ten (10) days prior to the date set for a receipt of <br />bids by posting such notice in a designated public area, or <br />publication in a newspaper of general circulation in the city, <br />or both. Such notice shall include a general description of <br />the articles or services to be purchased, shall state where <br />bid blanks or specifications may be secured, and shall state <br />the time and place for opening bids. The purchasing agent <br />may also solicit sealed bids from all responsible prospective <br />suppliers who have requested their names to be added to the <br />bidders' list which the purchasing agent shall maintain, by <br />sending such notice as will acquaint them with the proposed <br />purchase. <br /> <br /> 4.
