AN ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, AS AMENDED, BY AMENDING SECTION 12-121(a) AND SECTION 12-215(a) AND SECTION 12-241 PERTAINING TO FINANCE. BE IT ORDAINED by the Council of the City of Portsmouth~ Virginia: t. That Section 12-12t(a) of the Code of the City of Portsmouth, Virginia, 1988, be amended to read as follows: Section 12-121. Fee for the construction, renovation or maintenance of the courthouses, jail, or court-related facilities. (a) There is hereby imposed for the construction, renovation or maintenance of the courthouses or jail and court-related facilities an assessment in the sum of two dollars ($2.00), as part of the costs incident to civil, criminal or traffic cases filed in the circuit court and district courts located within the boundaries of the city. The assessment shall be collected by the clerk of the court in which the action is filed and remitted to the treasurer. Disbursements shall be as authorized by the city council for the construction, renovation or maintenance of courthouses or jail and court-related facilities, and to defray increases in the cost of heating, cooling, electricity and ordinary maintenance. 2. That Section 12-215[a) of the Code of the City of Portsmouth, Virginia, 1988, be amended to read as follows: Section 12-215. Exemptions from requirements of competitive bidding or competitive negotiation-Generally. (a) The requirements of this article for competitive bidding or competitive negotiation shall not apply to the following: (8) Contracts for certain essential election materials and services, pursuant to Section 24.1-113.1 of the Code of Virginia, are exempted from the requirements of this article. 3. That Section 12-241 of the Code of the City of Portsmouth, Virginia, 1988, be amended to read as follows: Section 12-241. Notice of invitation to bid; soliciting bids.
